Course Description

Malta is a small but strategically positioned EU and Schengen member state with a growing economy built around financial services, iGaming, technology, and tourism and a persistent shortage of skilled workers to fill its expanding job market. Malta's work permit system, now delivered as a single permit combining work authorisation and residence, is managed by Jobsplus and Identity Malta (now Identità). This course teaches immigration professionals the complete Malta work permit process from job offer and employer sponsorship through to permit issuance and worker rights.

    Module 1: Malta's Labour Market and Work Permit Framework Malta's economy and sectors actively hiring international workers (iGaming, fintech, financial services, hospitality, construction), the Single Permit as the combined work and residence authorisation for non EU nationals, Identità and Jobsplus as the governing authorities, EU and EEA nationals versus third country nationals and how the process differs, and Malta's role as an English speaking EU base attracting internationally mobile professionals.

    Module 2: Employer Application and Labour Market Test Employer's application to Jobsplus before a non EU worker can be hired, Labour Market Test (advertising the role to local and EU candidates first), occupations exempt from the labour market test, required employer documents (company registration, employment contract, job description, proof of advertisement), Jobsplus processing timeline, and the employer's obligations once the permit is approved.

    Module 3: Single Permit Application and Worker Documentation Worker's application to Identità after employer approval, required worker documents (passport, employment contract, educational qualifications, criminal record certificate, health insurance, proof of accommodation), application fee structure, processing timelines (typically 30 to 90 days), and biometric enrollment for the permit card.

    Module 4: Arrival, Permit Card and Worker Rights Residence and work permit card issuance, registration of address after arrival, access to Maltese healthcare and social security system for permit holders, work rights and conditions under the single permit, renewal process before expiry, pathway to long term EU residency after 5 years, and Maltese citizenship eligibility after 5 years of legal residence.
