Course Description

Italy's EU Long-Term Residence Permit (Permesso di Soggiorno CE per soggiornanti di lungo periodo) grants permanent residence after five years of continuous and regular legal residence, providing full work rights, access to social services, and EU mobility. The application requires demonstrating sufficient income, adequate accommodation, and Italian language proficiency at A2 level. The Questura (police prefecture) manages all applications, which can involve significant waiting times for appointments. This course prepares consultants to handle Italian PR applications with confidence across all eligibility categories.

  Module 1: Italy Permanent Residency Framework
  Italian immigration law (TUI), residence permit types leading to PR, 5-year continuous legal residence requirement, permitted absences (max 6 consecutive months or 10 months total), and Questura's role.
  
  Module 2: EU Long-Term Resident Permit Eligibility
  Qualifying residence permit categories for PR eligibility, non-qualifying categories (study, au pair, humanitarian), EU long-term resident status advantages over Italian national permit, and EU mobility rights.
  
  Module 3: Italian Language Test (A2) & Integration
  CELI, CILS, or other MIUR-recognised A2 level certificate requirement, test booking and preparation resources, test exemptions for holders of Italian qualifications, and integration commitment declaration.
  
  Module 4: Income & Accommodation Requirements
  Minimum annual income requirement (equal to social allowance), types of acceptable income evidence, ISEE calculation, adequate accommodation (idoneità abitativa certificate from local municipality), and family income aggregation.
  
  Module 5: Questura Application & Documentation
  Questura appointment booking (often via post office Sportello Amico), complete document checklist, application form completion, fingerprints and biometrics, processing timelines (3-6 months), and permit pickup.
