Course Description

Croatia joined the EU in 2013 and the Schengen Area in January 2023 making it the most recently integrated EU and Schengen member state, and an increasingly attractive option for employers seeking affordable, well located EU based talent. Croatia has a growing labour shortage in construction, healthcare, IT, and hospitality. This course teaches you how Croatia's work permit system functions for foreign nationals from outside the EU, how employers apply, and what workers need to do from visa to residence permit.

    Module 1: Croatian Labour Market and Work Permit Framework Croatia's position in the EU and Schengen Area, labour shortage sectors (construction, hospitality, healthcare, logistics), the employer driven work permit process through the Croatian Employment Service (HZZ), types of work permits (single permit combining work and residence versus temporary stay for work), and eligibility for foreign nationals from outside the EU.

    Module 2: Employer Application and Quota System How the Croatian employer initiates the work permit process, the annual quota for work permits from third countries, sectors with increased quotas, job market test (checking that no EU citizen is available for the role), required employer documents (registered business, employment contract, proof of need), and processing timelines through HZZ.

    Module 3: Worker Visa and Arrival Documentation National visa (Type D) application by the foreign worker at the Croatian consulate after the employer's permit is approved, required worker documents (passport, criminal record, medical certificate), employment contract, consulate processing timeline, and what to bring on arrival in Croatia.

    Module 4: Residence Permit, Rights and Renewal Residence and work permit (single permit) registration at the Croatian Ministry of Interior, registration of address, OIB (personal identification number) in Croatia, healthcare enrolment, work rights and conditions under the permit, renewal process before expiry, and pathway to permanent residency after 5 years of legal work
