  Module 1: Belgium's Regional Work Permit Structure Flanders (VDAB), Wallonia (FOREM), and Brussels (Actiris) as separate permit issuing authorities, the single permit (combined work and residence) explained, employer obligation to apply on behalf of the worker, and which region's rules apply based on where the worker is employed.
  
  Module 2: Single Permit Application and Requirements The single permit (gecombineerde vergunning or permis unique), employer's application at the relevant regional authority, required documents (employment contract, proof of qualifications, criminal record, medical certificate), absence of suitable Belgian or EU candidate requirement (for most categories), financial requirements, and processing timelines.
  
  Module 3: Exempt Categories and Blue Card Belgium Categories exempt from the standard work permit process (intra company transferees, researchers, EU Blue Card applicants), Belgium's EU Blue Card salary threshold, and highly qualified worker fast track route.
