Half of today's items come from the United States, and three of them landed inside one week. The Canadian pause is what clients will ask about. The shortest fuse is somewhere else entirely: a New York court order that expires on Saturday, with nothing announced about what follows it.

BIG ALERT | REMOVALS | 3 NOVEMBER
|
The order expires on Saturday. Nothing has been said about what happens on Sunday.
On 3 November, US District Judge Valerie Caproni in New York issued a temporary order barring the administration from deporting Afghan nationals to Afghanistan or Pakistan. Government attorneys had told the court that ICE held no planned or confirmed chartered or commercial flights for those removals. Advocates argued the risk was real regardless. Dozens of Afghan immigrants were expected to be deported this week, and hundreds are reportedly held in ICE detention in Louisiana.
Pakistan separately confirmed this week that 2.8 million Afghans have been sent home under its own deportation campaign, which runs independently of anything the United States does.
This is a reprieve, not a resolution, and the difference is four days wide. Anyone in ICE custody or carrying a pending removal order needs an immigration attorney now rather than after Saturday, because the window to act closes before the next hearing does. Employers who sponsored Afghan workers are in a different position but the same timeframe: status confirmed this week is worth more than status confirmed next week.

BIG ALERT | EXPRESS ENTRY AND COMPLIANCE | 3 NOVEMBER
|
No invitation is coming before 17 November. The other six changes did not wait for anybody.
The high wage occupation points and the LMIA removal for qualifying job offers took effect on 3 November. Every profile in the pool is now being rescored under a system that adds up to 150 CRS points for eligible Canadian work experience or a qualifying high wage job offer. All invitation rounds are paused while that runs, and IRCC has said it may take up to two weeks. The next draw is unlikely before 17 November at the earliest.
Silence for two weeks reads as a problem to a client who has not been told it is scheduled. Saying it first costs nothing. Scores will also look different when draws resume, which retires October patterns as a basis for predicting anything. Two of the quieter changes carry real weight: the representative penalties are enforceable and give a concrete answer to anyone tempted by an unlicensed agent, and removing the 90 day cap means in Canada LMIA linked work permit files now have no outer processing boundary at all.

ACTIVE ALERT | SETTLEMENT | 2 NOVEMBER
|
The headline is the concession. The consultation response is where the closure is buried.
The Home Office published its full consultation response alongside the Home Secretary's parliamentary statement on 2 November. The fifteen year qualifying period for medium skilled workers, which drew the strongest opposition, has been dropped entirely. Volunteering no longer reduces the qualifying period. English at C1 no longer shaves a year off. And the ten year long residence route is closing.
| Period | Who It Applies To |
|---|---|
| 3 years | Earnings above 125,141 pounds, or applicants on high talent routes |
| 5 years | Earnings above 50,271 pounds, public service workers, and people with a British connection |
| 10 years | The new default |
| 20 years or more | Immigration breaches, or anyone who has claimed public funds |
The mandatory minimums apply to everyone: B2 English, no criminal record of any kind including cautions, no government debt, and three years of household National Insurance contributions. Couples can combine earnings against a household threshold of 25,142 pounds. A Statement of Changes is expected in December 2026, implementation runs through 2027, and some care worker provisions begin on 1 February 2027.
Every UK work and family client now sits in a bracket, and most of them do not know which one. Those earning between 50,000 and 125,000 pounds land on five years rather than the route they were told about. The law has not changed yet, so the rules on the day someone files are still the current ones, which makes the next few months a window rather than a warning. Care workers relying on transitional treatment have a fixed edge on 1 February 2027, and B2 English is the one requirement that applies to every bracket without exception.

United States and Saudi Arabia
ACTIVE ALERT | CONSULAR AND TRAVEL SAFETY | 3 NOVEMBER
|
Check the flight status on the morning of travel, not the week before.
The State Department ordered non emergency US government employees and their families out of Saudi Arabia on 23 October, citing escalating hostilities from Houthi forces. On 3 November the US Mission published a fresh security alert warning that attacks on civilian airports and critical infrastructure have the potential to escalate rapidly. Special authorisation is now needed for any US government employee to use a Saudi airport.
King Khalid airport in Riyadh has partially reopened, with some flights moved to Qassim. Jeddah and Dammam are running with delays and cancellations. Land crossings, including the King Fahd Causeway to Bahrain, remain open.
Partial reopening is the hardest condition to plan around, because a flight that exists on Monday may not on Wednesday. Clients travelling for business, employment visa interviews or consular appointments need a daily check rather than a booking confirmation, and the open land crossings make Bahrain or the UAE a real contingency rather than a theoretical one. One warning is worth passing on exactly as stated: filming or sharing images of counter missile operations can lead to detention under Saudi law.

UPDATED | USCIS POLICY | 27 OCTOBER
|
Two unrelated USCIS moves. The second one costs your client nothing to use.
USCIS issued Policy Alert PA-2026-16 on 27 October, extending the 9-11 Response and Biometric Fee to all L-1 petitions from covered employers postmarked through 30 September 2027. It applies to employers with 50 or more US employees where at least half are in H-1B or L-1 status.
Separately, under a court order in the Sileiri Doe case, USCIS confirmed that class members paroled through the CBP One app between May 2023 and January 2025 can request reopening or reconsideration of adverse decisions without paying a fee. This covers decisions issued between 1 April 2025 and 21 April 2026 that were linked to the parole termination. There is no filing deadline.
For employers the fee is now a line item in every L-1 extension budget through September 2027, and budgets built before 27 October are short. For the parole class the position is better than it looks: no fee and no deadline. The absence of a deadline is the part worth treating with suspicion, because it exists by court order and later litigation can change the landscape. A filing made while the window is open does not depend on the window staying open.

UPDATED | VISA FREE TRAVEL | 30 OCTOBER
|
Chinese clients holding Marianas bookings no longer have a way in without one.
CBP suspended the Economic Vitality and Security Travel Authorization Program for Chinese nationals at 2 PM Eastern Time on 30 October. The programme had allowed prescreened Chinese citizens to make visa free temporary visits to the Northern Mariana Islands. DHS says it is evaluating the programme alongside the State Department and the Interior Department.
A suspension with no end date and no replacement route means a full US visa is now the only option for Chinese nationals heading to the CNMI. Tour operators and agencies marketing Marianas packages to Chinese travellers are selling a trip that currently cannot be taken as advertised, and bookings already on the system are the ones to deal with first.

South Africa
REMINDER | FOREIGN WORKER QUOTAS | 6 NOVEMBER
|
After Friday, the next opening is a parliamentary committee hearing.
The public comment period for South Africa's Draft Employment Services Amendment Bill closes on 6 November. The Bill would give the Minister of Employment and Labour power to set sector specific caps on the share of foreign workers in an industry. Employers exceeding a quota would have to prove a genuine skills shortage before hiring further foreign nationals.
Written comments go through the Parliamentary process and the window is two days wide. Employers in the five named sectors are the ones with standing to describe what a cap would actually do to their hiring, and that evidence carries differently when it arrives before the Bill reaches committee rather than after. Once Friday passes, the argument has to be made in a hearing instead of in writing.

New Zealand
UPCOMING | GRADUATE WORK VISA | 16 NOVEMBER
|
One visa per person. Three months to apply. No second attempt.
Immigration New Zealand has confirmed that the new six month Short Term Graduate Work Visa launches on 16 November. It covers international graduates holding a Level 5 to 7 qualification completed in New Zealand, who studied full time for at least 24 weeks, and who do not qualify for the longer Post Study Work Visa.
|
6 months
Visa duration, granted once per person
|
NZD 5,000
Minimum available funds applicants must show
|
3 months
Window to apply after the student visa expires
|
Holders cannot sponsor dependants or run a business.
This fills a gap that used to end in a departure date. Graduates who were told they had no post study option now have six months to find work and move onto an Accredited Employer Work Visa. Every Level 5 to 7 student graduating this month is in scope, and the three month window after the student visa expires is what decides whether the option still exists when they come asking. Granted once only means there is no recovery if those six months pass without an offer.

The Saudi Arabia item is counted in both North America and the Middle East, since the action is American and the effect is Saudi.
Sources were monitored across Asia, South America and the remaining regions. Nothing carrying today's date rose to the level of a major policy change there.
This reflects the sources identified for this edition and is not a statement that nothing was published anywhere.
Seven changes landed in Canada inside one week. Written as a paragraph, that is a wall. Written as seven numbered lines, it is seven decisions a client can make in two minutes.
Skimming is how a client misses the deadline that costs them status. The consultant who sent the paragraph did the work and will get none of the credit, because the client never reached the line that mattered.
