Migration Target Cut to 245,000 With Seven Visa Changes Attached
● Big Alert

Australia confirmed a sweeping migration reset today, pulling the Net Overseas Migration target down to 245,000 for 2026 to 27 and 225,000 for 2027 to 28, among the sharpest reductions in a decade. Seven interlinked visa changes are tied to the new target.

Students on Subclass 500 and Temporary Graduate 485 holders can generally no longer bring family members, with exceptions for ASEAN and Pacific nationals and PhD students. Onshore Student visa applications are now limited to moves up to a higher qualification, which closes the familiar downgrade route. The skilled points test is being revised to favour younger, higher qualified applicants, and priority sectors now clearly cover healthcare, construction, education, law enforcement, defence, resources, agriculture, aquaculture and fishing.

Visitor Subclass 600 visas will more often carry a No Further Stay condition, and enforcement against overstayers and unscrupulous agents has been strengthened.

What it means for you

Almost every Australia conversation in a consultant's pipeline shifts today. Student cases that assumed dependants can come along need the exception list checked before anyone quotes an outcome. Skilled clients close to lodgement have an occupation question to re-run against the new priority sectors. Anyone whose plan rested on stacking Working Holiday extensions is now facing a ballot with very few places behind it, which is a different kind of advice conversation entirely. Visitor strategies built around extending onshore lose their footing once No Further Stay becomes the norm.

United States · October Bulletin and Visa Pauses
FY2027 Opens in Two Days With No October Bulletin in Sight
● Big Alert

As of yesterday evening the Department of State had still not published the October 2026 Visa Bulletin, making this the most delayed October edition since at least 2018. Fiscal Year 2027 starts on 1 October, and without the bulletin adjustment applicants and consular filers have no priority date cutoffs for the first month of the new year.

EB-1 India final action date, unmoved

Separately, the department confirmed that court ordered pauses on Diversity Visas and the wider immigrant visa processing suspension are no longer in effect, and has instructed posts to reconsider cases previously refused under those pauses.

The State Department also launched an online visa fraud tip portal covering false documents, sham marriages, shell companies, fabricated job offers and birth tourism.

What it means for you

A delayed bulletin rewards preparation rather than reaction, so EB-2 and EB-3 India packets are better assembled now and held ready for the moment cutoffs appear. DV-2026 selectees caught by the paused processing have a concrete step available: confirming with their consular post that reconsideration is actually underway rather than assuming it is. The fraud portal changes the risk picture for employer clients, since weak or invented documentation now sits one tip away from scrutiny.

United Kingdom · Immigration Rules HC 584
Main Effective Dates Land 8 October, With a Staggered Tail
● Update

The Home Office statement of changes HC 584, published on 3 September, brings its main effective dates from 8 October. The changes reach visitor and student rules, family migration, suitability grounds, administrative review and Appendix A points scoring, with several transition provisions preserving the prior rules for applications lodged before that date. Erasmus+ traineeships and job shadowing are being folded into the visitor and student route framework.

8 Oct
Main changes take effect
29 Oct
Minister of Religion and Religious Worker
30 Nov
Student minimum income threshold
9 Dec
EU Settlement Scheme family permit documents

The Religious Worker changes carry their own transition for pending cases.

What it means for you

Where the current rules give a student or visitor client a better outcome, the window to use them closes on 8 October, which makes filing order a real decision this week rather than a formality. Religious Worker cases that cannot satisfy the new supernumerary or religious order tests face the same logic with a 29 October edge. Family route and EU Settlement Scheme derivative cases reward a line by line read against the new appendices, since the changes are spread across several of them rather than concentrated in one.

Germany · Internal Border Controls
Schengen Border Checks Extended Another Six Months
● Reminder

Germany's Federal Ministry of the Interior confirmed a further six month extension of temporary internal Schengen border checks, covering land borders with every neighbouring country. The controls, first tightened under Interior Minister Alexander Dobrindt, remain part of the government's approach to irregular migration and follow the 26 September Munich Migration Meeting that endorsed the Core Group on returns.

6 months
Extension covering all German land borders
What it means for you

Cross border business travel into or through Germany now needs slack built into the schedule even on a valid Schengen visa or residence permit, since a checked border is a slow border regardless of documentation. For rejected asylum seekers currently in Germany, the direction of travel is faster removal processing once the Core Group return frameworks come online in early 2027.

Canada · Temporary Residence Processing
In Canada Work Permit Queue Grows as Super Visas Speed Up
● Update

IRCC's latest data shows work permits from the United States now taking four weeks, one week longer than before, while Philippines work permits improved by a week to six weeks. In Canada work permit filings climbed to sixteen weeks. Study permit times held steady across every featured country for the first time since July.

16 weeks
In Canada work permit filings, up again
93 days
Nigeria visitor visa, the slowest featured country
66 days
Super visa from the US, down fifty days

Visitor visa times slipped by one to six days across most countries. IRCC's next processing update is expected around 30 September.

What it means for you

In Canada work permit clients are waiting longer than the last set of expectations anyone gave them, which is worth correcting early rather than at week twelve. American Super visa applicants can now plan around a realistic two month timeline. Nigerian visitor visa applicants need far more runway than earlier in the year. Study permit clients gain nothing by waiting for conditions to improve, since the numbers have simply stopped moving.

United States · EOIR and Filing Deadlines
47 More Immigration Judges Sworn In as Deadline Rule Narrows
● Update

The Executive Office for Immigration Review swore in 47 immigration judges and six temporary judges in late September, on top of the record class of 77 judges and five temporary judges sworn in this May.

23 October
USCIS weekend and holiday extension now applies only to deadlines measured in days, not to age based or anniversary based requirements

The narrowed rule removes the automatic roll forward to the next business day for anniversary anchored dates.

What it means for you

Clients in removal proceedings may find hearings landing sooner than planned as the expanded bench works through the backlog, which compresses preparation time rather than extending it. The quieter risk is the deadline change: from 23 October, a filing that used to slide safely to Monday can be treated as late when the anchor date is an anniversary, so every calculation after that date deserves a second look against the new reading.

Elsewhere on the map

No major new policy changes or big announcements reported from the Middle East, Oceania beyond Australia, or South America today.

Pro tip for consultants

When a country announces a major target cut alongside a bundle of rule changes on the same day, as Australia did today, read the number and the rules together rather than separately. The target tells you where enforcement pressure is heading. The individual rules tell you which pathways will feel it first.
