GUIDANCE UPDATE   |   16 OCTOBER

UKVI publishes three updated immigration guidance documents

UK Visas and Immigration published three guidance updates dated 16 October 2026. They cover tuberculosis testing clinics for UK visa applicants in India, the validation and withdrawal of applications, and administrative review procedures.

These are official guidance publications and should not automatically be interpreted as new visa policy. The tuberculosis testing information is particularly relevant to applicants applying from India, while the other documents explain procedures used to process immigration applications.

KEY POINT FOR CONSULTANTS

Check the current approved testing arrangements before a medical examination is booked. Review the updated procedures for application validation, withdrawal and administrative review, and distinguish guidance revisions from changes to eligibility.

EXPRESS ENTRY   |   ANNOUNCEMENT PENDING VERIFICATION

Express Entry announcement scheduled as reform discussions continue

Immigration Minister Lena Metlege Diab scheduled an announcement about changes to Canada's Express Entry system for 16 October. The stated objectives include attracting skilled talent, supporting economic growth and strengthening the Canadian workforce.

On 15 October, Immigration, Refugees and Citizenship Canada also published a final report on consultations about possible Express Entry reforms. The report discusses potential changes to the Federal High Skilled programmes and the Comprehensive Ranking System. Consultation findings do not mean that every proposal has been approved.

IMPORTANT VERIFICATION NOTE

At the time of this briefing, completion of the scheduled announcement and its detailed policy outcomes had not been verified. No new selection rules should be presented as confirmed without an official publication.

KEY POINT FOR CONSULTANTS

Continue using the published eligibility criteria and ranking rules until official changes are confirmed. Review any subsequent instructions before changing profile strategies or application plans.

Status: Announcement scheduled; final policy details pending verification

PARENT RESIDENT VISA   |   IN EFFECT

Parent Resident Visa selection moves to a hybrid system

Immigration New Zealand introduced a hybrid selection process for Parent Resident Visa expressions of interest on 5 October 2026. Valid expressions of interest have moved into a single pool. Approximately 90% are expected to be selected in date order through a queue, while around 10% will be selected through a random ballot.

90%
Expected selection through the date order queue
10%
Expected selection through a random ballot
ANNUAL APPROVAL LIMIT UNCHANGED
2,500
Visas approved in principle each year

The first selection round under the new system is scheduled for 10 November 2026. Existing expression of interest holders do not need to submit a new expression solely because of this change. Immigration New Zealand has said it will contact eligible applicants about their queue positions.

KEY POINT FOR CONSULTANTS

Explain the difference between queue selection and ballot selection. Applicants should retain their expression of interest details and monitor official communications. Do not promise a selection date or outcome.

Status: Effective since 5 October 2026

COMPLIANCE REMINDER   |   6 OCTOBER

Health insurance requirements remain important for visa holders

Australia's Department of Home Affairs published a reminder on 6 October 2026 about health insurance requirements for visa applicants and holders. This is an existing compliance reminder, not a new visa rule announced on 16 October.

The need for private health insurance depends on the relevant visa conditions and individual circumstances. Insurance arrangements suitable for one visa category should not automatically be assumed to satisfy the conditions of another.

KEY POINT FOR CONSULTANTS

Check the insurance conditions for the specific visa subclass and the applicant's circumstances. Confirm that the policy provides the required coverage for the relevant period, and retain evidence when requested.

REGULATORY CHANGE   |   20 OCTOBER

Immigration regulations set a new levy exemption for two work visa categories

New Zealand's Immigration Amendment Regulations (No. 2) 2026 include provisions concerning exemptions from the International Visitor Conservation and Tourism Levy for holders of the India Iconic Work visa and India Skilled Work visa.

SCHEDULED COMMENCEMENT
20 October 2026
The stated commencement date for the relevant regulatory provisions.

This is an upcoming regulatory change, rather than a policy announcement made today. The exemption should be assessed against the exact visa category and the scope of the legislation.

KEY POINT FOR CONSULTANTS

Review the applicable charges and update fee checklists from the commencement date. Do not extend the exemption to unrelated visa categories without checking the official legislation.

Status: Upcoming; scheduled for 20 October 2026

GLOBAL COVERAGE CHECK

No additional major announcements verified

Official sources were also checked for developments across Asia, Africa, the Middle East, Europe, the Americas and Oceania. The searches did not identify additional major visa policy announcements that could be confidently verified as newly issued on 16 October 2026.

This reflects the sources identified for this briefing. It is not confirmation that no other country issued an announcement.

PRACTICE NOTE FOR IMMIGRATION CONSULTANTS

Record three dates for every update

Maintain a daily checklist of official immigration department announcements. Record the publication date, the date a change takes effect and any application deadline separately.

This simple distinction helps prevent an upcoming rule or a routine guidance revision from being presented as a policy change already in force.
