United States · USCIS Deference Proposal
DHS Proposes Ending Deference to Certain Previous USCIS Approvals
● New Proposal

The US Department of Homeland Security (DHS) has proposed removing the rule that generally tells US Citizenship and Immigration Services (USCIS) to give deference to certain previous immigration approvals when reviewing a new petition involving the same parties and underlying facts.

The proposal concerns Form I 129 petitions used for several employment related nonimmigrant categories, including H 1B, L 1, O 1 and other eligible classifications. Under the proposal, an earlier approval would no longer carry the same regulatory expectation of deference. USCIS officers would assess the evidence and eligibility again on a case by case basis.

This is a proposal, not a final rule. It does not itself introduce a new rule today or automatically invalidate existing visas.

Employers and those studying employment based extensions should prepare strong, current evidence rather than relying mainly on previous approvals. Check job duties, employer details, qualifications, work arrangements and continued eligibility carefully. An earlier approval does not guarantee a future extension, but application procedures should not be changed solely on the basis of a proposal. Monitor the official rulemaking process.

Australia · Subclass 189 Invitation Round
Skilled Independent Visa Subclass 189 Invitation Round Scheduled for 15 October
● Upcoming

Australia's Department of Home Affairs has confirmed that the next invitation round for the Skilled Independent visa, subclass 189, is scheduled for 15 October 2026. This is a key date for skilled workers seeking Australian permanent residence without employer sponsorship or state nomination.

The official SkillSelect page lists the upcoming round. Published results show that the previous subclass 189 invitation round was held on 4 June 2026, when 10,000 invitations were issued. The number of invitations and minimum scores for the upcoming round should not be assumed before official results are published.

Review the Expression of Interest before the round. Check points claims, English test results, skills assessment validity, employment history and contact details. Eligible clients can be informed about the scheduled round, but an invitation or minimum points score should not be promised before official results are published.

New Zealand · India Related Work Visa Levy
IVL Exemption for Two India Related Work Visas Starts on 20 October
● Upcoming

New Zealand has published amendments to its immigration regulations that will exempt holders of two visa categories, the India Iconic Work visa and the India Skilled Work visa, from paying the International Visitor Conservation and Tourism Levy (IVL).

The amendment regulations were made in September 2026 and are scheduled to come into force on 20 October 2026. The changes are linked to the India New Zealand Free Trade Agreement signed on 27 April 2026. This is a confirmed upcoming regulatory change, not a new announcement made today.

Indian applicants considering these pathways should check the specific visa requirements, eligibility conditions and application process through Immigration New Zealand. Distinguish the levy exemption from a general visa fee waiver: it does not mean every Indian applicant, every work visa category or every immigration charge is exempt. Verify the applicable rules from the effective date.

United Kingdom · Skilled Worker Protection
Recognised Modern Slavery Victims Can Change Employers Under New Protection
● Effective 9 October

The UK Home Office announced a change allowing people formally recognised as victims of modern slavery who hold Skilled Worker visas to leave abusive employers and take up other lawful employment for the remainder of their visa. The change took effect on 9 October 2026.

Previously, leaving an abusive sponsor could put a worker's immigration status and income at risk. Under the new arrangement, eligible recognised victims are no longer tied to that employer for the remainder of their existing visa. This is a specific protection, not a general relaxation of Skilled Worker sponsorship rules.

What it means for you

Understand the distinction between ordinary sponsor changes and the special protection available to formally recognised victims. Do not describe this as permission for every Skilled Worker visa holder to change employers freely. Employers and people handling vulnerable workers should review the official guidance and seek appropriately qualified immigration advice before taking action.

Global research summary

The updates above are based on the supplied official publications and government guidance. They are not all announcements made on 14 October itself: this report distinguishes the US proposal from upcoming Australian and New Zealand changes and the UK's already active protection.

No major new policy changes or big announcements were reported from other countries worldwide today, based on the material reviewed. This does not mean no immigration activity occurred elsewhere; no additional major, sufficiently verified announcement was identified for inclusion.
