Living Abroad? Renewing Your US Passport May Soon Be Fully Online

Key takeaways
  • The State Department published a proposed rule on 28 August 2026 to allow online passport renewal abroad.
  • It is a proposal only; Americans abroad must still follow their embassy or consulate's current process.
  • Online applicants would pay the same fee as paper applicants.
  • Passports issued more than 15 years ago, and lost or stolen passports, would not qualify.

If you live outside the United States, renewing your passport can mean finding an appointment at an embassy or consulate, taking time off work, travelling to the capital, and then going back again or waiting for the passport to be returned. For Americans in large countries, that can mean a long journey for a routine document.

That may change. On 28 August 2026, the State Department published a proposed rule in the Federal Register that would allow eligible Americans living abroad to renew their passports entirely online, with no embassy visit. It is important to be clear about what this is: a proposal, open for public comment, not a service you can use today.

Here is what the proposal would do, who would qualify, and what you should do in the meantime.

Short on time? Here is the quick answer.

Your questionThe short answer
Can I renew online from abroad today? No. It is only a proposal.
When was it proposed?28 August 2026, in the Federal Register.
Will it cost more? No. Same fee as a paper renewal.
Will every country get it?Not at once. Countries would be added in phases.
What should I do now?Follow your embassy or consulate's current process.

Right Now, Nothing Has Changed Abroad

As of October 2026, Americans living overseas must still renew using the process set by their local embassy or consulate. That usually means submitting a paper renewal application, form DS-82, with photos and the fee, either in person or by mail depending on the post. The State Department will accept public comments on the proposal for 60 days from publication, and only then decide whether to adopt it as written, change it, or drop it.

Procedures differ widely between posts. Some embassies accept renewals by mail or courier, others require an appointment, and many return the new passport by courier or ask you to collect it. Check the US citizen services pages of the embassy or consulate that covers where you live before you assume anything.

What the Proposal Would Change

Online renewal already exists for eligible adults inside the United States. It was introduced in 2022 with limited eligibility while the technology was developed. The proposed rule would extend that same platform to qualified applicants in foreign countries, once the State Department authorises each country. A list of participating countries would be published on its travel website as the service becomes available.

The State Department estimates that expanding online renewal overseas could add about 220,000 eligible applicants to the platform during fiscal year 2027.

A Change for Applicants at Home Too

The proposal would also relax one of the current domestic eligibility rules. Today, the most recent passport must have one year or less of validity remaining to qualify for online renewal. The State Department plans to remove that fixed requirement from the regulation and instead publish the remaining validity requirement on its website, which would let it widen eligibility gradually.

For travellers in the United States, that could mean being able to renew online earlier in a passport's life, which helps anyone who needs to keep six months of validity for trips abroad.

Who Would Not Qualify

  • Anyone whose previous passport was issued more than 15 years ago.
  • Anyone whose passport has been reported lost or stolen.
  • Anyone applying for a first passport, including most children, who must still apply in person.
  • Anyone living in a country the State Department has not yet authorised for online renewal.

Note also that submitting an online renewal cancels the passport being renewed. If you need to travel while your application is processing, plan for that before you apply.

Under the proposal, you would likely need to meet all of these points to renew online from abroad.

RequirementWhy it matters
You are renewing, not applying for a first passportFirst passports still need an in person application
Your last passport was issued within the past 15 yearsOlder passports cannot be processed online
Your passport was not lost or stolenLost or stolen passports need a different process
You live in an authorised countryThe service would roll out country by country
You do not need to travel while it is processedApplying online cancels the old passport

Why It Matters for Americans Overseas

Consular sections handle passports alongside emergencies, citizenship cases, and services for Americans in trouble. The State Department has said online processing could free consular staff to concentrate on complex citizenship cases and emergency services, while sparing applicants an estimated four hours away from work for each visit. For families with several passports to renew, the saving could be much larger.

For Americans who live far from the capital, the time saving is the real benefit. A single consular visit can mean a day of travel, accommodation, and lost work, repeated for each adult whose passport needs renewing.

What to Do Now

  1. Check your passport expiry date and the validity rules of any country you plan to visit.
  2. If you need to renew soon, follow your embassy or consulate's current instructions. Do not wait for the online option.
  3. If you want to comment on the proposal, use the Federal Register docket before the 60 day comment period closes.
  4. Bookmark the State Department's online renewal page, which will list participating countries if the rule is adopted.
  5. Be cautious of any website claiming to offer online renewal abroad today. Only the State Department's own platform is official.

Before You Rely on Any Figure

Everything above describes a proposed rule as published in August 2026. Proposed rules often change before they are finalised, and some are never adopted. Check the State Department's passport pages and your embassy or consulate's website on the day you plan to renew. If your case involves a lost passport, a name change, dual nationality, or a question about your citizenship, contact your embassy or consulate directly or speak to a licensed lawyer. The Honest Summary

Online passport renewal for Americans abroad is a sensible idea that has moved from discussion to a formal proposal, but it is not available yet. If your passport is close to expiry, renew it the current way now. If you can wait, watch for the final rule and the list of participating countries. Either way, the fee stays the same; what may change is how much of your day it costs you.
