European Union / UK · Asylum and Returns
Seventeen Countries Agree Next Steps on a Returns Core Group
● Big Alert

Interior ministers from seventeen European countries met at the Munich Migration Meeting on 26 September, hosted by German Interior Minister Alexander Dobrindt, and settled the next steps for a Core Group on returns. The group pulls together the EU, the UK, Switzerland, Norway and several member states to align procedures for sending failed asylum seekers home and to widen the use of return hubs outside EU territory. Brussels hosts the next Core Group meeting on 1 October.

Ministers also backed faster deployment of the EU's new Entry/Exit System and restated their support for the 2024 Pact on Migration and Asylum. The UK sitting at the table points to continued post Brexit cooperation on returns even though it stands outside the Pact itself.

What it means for you

Clients in Europe on refused asylum claims or pending appeals are looking at shorter removal timelines from early 2027 as these return frameworks bed in, which changes how much runway an appeal strategy really has. On the travel side, anyone entering the Schengen area from mid October will start meeting biometric Entry/Exit registration at external borders, so first entries need extra time built in and passports need at least six months of validity beyond the trip.

United States · Visa Bulletin and FY2027
October Bulletin Lands This Week With the FY2027 Quota Reset
● Big Alert

The Department of State is expected to publish the October 2026 Visa Bulletin this week, opening Fiscal Year 2027 and resetting employment based and family based preference quotas for the year. Early indicators from consular briefings point to modest forward movement on EB-2 India and EB-3 India final action dates, while EB-5 unreserved for China and India looks likely to hold near current levels on the back of continued heavy demand.

Dates for Filing
Chart confirmed for October 2026 filings in both employment and family based categories

USCIS confirmed that choice on 26 September, which gives pending adjustment cases a narrow window to move forward even where final action dates have not yet caught up to them.

What it means for you

For EB-2 and EB-3 India clients watching priority dates, the value sits in being packet ready before the bulletin drops rather than starting assembly afterwards, since Dates for Filing is usable from day one. EB-5 China and India investors have the opposite problem: with little forward movement expected this month, speed buys nothing and documentation quality is what actually decides the outcome.

Australia · Skilled and Student Visas
Five Migration Instruments Commenced Together on 25 September
● Update

A package of five instruments commenced on 25 September under the Migration Regulations 1994. LIN 26/068 clarifies preclusion rules for Student visa applicants who breached earlier visa conditions. LIN 26/055 and LIN 26/056 update the Subclass 482 Skills in Demand and Subclass 494 Skilled Employer Sponsored Regional occupation lists. LIN 26/057 refreshes the Core Skills Occupation List, and LIN 26/025 sets English language evidence requirements across several skilled streams.

The revised occupation lists bring in nursing specialties, cyber security, renewable energy engineering and aged care roles, while dropping a small number of positions that no longer meet genuine shortage tests. English evidence rules now recognise a wider set of test providers, with the tighter recency window applying across them.

What it means for you

The sharp edge here is timing: an occupation removed on 25 September cannot be sponsored under the old list even where the job offer predates the change, so every proposed occupation on a 482 or 494 nomination needs checking against the new lists before lodgement. Student applicants carrying any history of a prior visa breach sit squarely inside LIN 26/068 and warrant a case by case look before anything is submitted. For skilled applicants, the quiet failure point is an English test result that has quietly aged past the three year mark.

Qatar · Wage Protection
Decision No. 50 Cuts the Wage Transfer Window to Seven Days
● Update

Qatar's Ministerial Decision No. 50 of 2026 took effect this month and tightens the Wage Protection System. Employers must transfer employee wages within seven days of the first of each month through approved local banks connected to the WPS platform. Penalties escalate from written warnings up to suspension of work permits.

7 days
Transfer window from the first of each month, through a WPS connected bank

The rule replaces earlier guidance that allowed a longer buffer and closes a familiar workaround where late payments were routed through unlicensed exchanges. Employers of domestic workers, previously outside WPS, come in under a separate phased schedule confirmed for early 2027.

What it means for you

A single missed payroll cycle can freeze new work permit applications outright, which turns a finance department detail into an immigration blocker. For employer clients hiring in Qatar, the two things worth confirming early are the payroll calendar and whether the sponsoring entity's bank is actually WPS connected. Foreign professionals weighing a Qatar offer have their own reason to ask about the employer's WPS compliance record before signing, since a sponsor with a poor history is a visible risk to future renewals.

South Africa · Employment Services Bill
Draft Bill Builds the Machinery for Sector Foreign Worker Quotas
● Reminder

The Draft Employment Services Amendment Bill, published for public comment on 15 September, closes its comment window on 6 November. It would let the Minister of Employment and Labour set sector specific quotas capping the share of foreign workers in listed industries. Employers above a quota would have to prove a genuine skills shortage before hiring further foreign nationals.

Hospitality · Retail · Agriculture
Security Services · Road Freight
Sectors named in the draft as candidates for quotas

The Bill sets no numbers of its own. It creates the legal machinery to introduce them by regulation once passed. Business groups have flagged compliance costs and questioned how a quota system would sit alongside the existing Critical Skills List.

What it means for you

Employers in the listed sectors have a live comment window until 6 November and a planning question that outlasts it: what does the workforce look like if quotas arrive during 2027? Foreign workers already employed in these industries face nothing immediate, though the policy direction is a real input into when to time a renewal or a permanent residence application.

Panama · Investor Residence
Qualified Investor Residence Reopens With Revised Thresholds
● Update

Panama's National Migration Service reopened the Qualified Investor Residence programme on 22 September with revised thresholds and documentation rules. Three routes now sit alongside each other.

USD 300,000
Minimum real estate investment
USD 750,000
Five year fixed deposit in an approved Panamanian bank
USD 500,000
Panama Stock Exchange listed security

Processing is now formalised at thirty business days once a complete file is lodged, and permanent residence is granted directly on approval rather than through a temporary status first.

What it means for you

Any Panama proposal built before 22 September is now quoting the wrong numbers, so refreshing the deck before it reaches a client is the first housekeeping task. The more interesting shift is structural: permanent residence granted directly on approval, with a published thirty business day timeline, puts Panama back in genuine competition with the neighbouring Caribbean and Central American programmes rather than trailing them on speed.

Pro tip for consultants

When a country publishes several migration instruments on one day, as Australia did on 25 September, resist reading them as a single change. Each instrument deserves its own pass, because one may reopen a pathway while another quietly closes it, and a client's file can land on the exact seam between the two.
